Thinking about it, I think senate reform can help. We have parliament to represent the populous, but we also need a non elected body of educated lawmakers. I think something like 5 seats per province/territory, 20 year max terms so they focus on more long term issues, while all our politicians seem to only care about the next election cycle. They shouldn't be appointed by the Prime minister though but by the province's legislative assembly as seats become open. Complete overhaul and give them more power to be equal to parliament so that they have to work together on issues instead of any kind of populist sweep. Both can introduce bills for example.
