Absurdity

To me forced affection is saying "You have to hug/kiss grandma" or repeatedly asking them after they've said no a few times. I always think how many times I'd like to be asked the same question while saying no to it. Yes encourage affection, I don't think anyone is against that, but just don't force it. Don't punish them for not wanting to touch their uncle or whatever. Ask them to be affectionate, but respect when they say no. Teach them early on with lots of hugs and kisses and cuddles, but when they get older if they move away from that respect their decision and don't force it.
